NOTICE IS HEREBY GIVEN that the Herkimer Town Board will conduct a meeting and public hearing on Monday, November 18, 2024 at 6:00 p.m. at the Town Office Building located at 114 N. Prospect St., Herkimer, NY 13350 to consider and receive public comment regarding the proposed ASD Folts NY Solar I Project to be constructed in the Town of Herkimer on, at, and about the property known as 109 Edgar Street, Herkimer, New York 13350, Tax I.D. # 113.4-1-41. Additional information regarding this meeting and the subject thereof can be obtained on the Town's website at https://www.townofherkimer.org/departments/codes/, by contacting Town Clerk Jennifer DeMetro by e-mailing townclerk@townofherkimer.org, calling (315) 866-2690, or in person at the Herkimer Town Offices at 114 North Prospect Street, Herkimer, New York 13350, who can provide access to documents related to the project upon request. NOTICE OF PUBLIC HEARING
TO CONSIDER APPLICATION FOR RESTORE NY COMMUNITIES INITIATIVE
TOWN OF HERKIMER, NEW YORK
NOTICE IS HEREBY GIVEN that the Herkimer Town Board will hold a public hearing at the Town of Herkimer Town Hall, 114 North Prospect Street, Herkimer, New York at 6:12 p.m. on November 18, 2024. The Town of Herkimer has received a request from HMQ 1890, LLC to apply to Empire State Development for financial assistance through the Restore NY Communities Initiative for a project at the Quackenbush Campus located at 220 N. Prospect St, Herkimer and is owned by HMQ 1890, LLC. It is a vacant manufacturing property with two buildings proposed for demolition: the 1874 Wooden Structure (2,250 sq ft) and the 1884 Connector Building (1,740 sq ft) and is identified as parcel 120.25-1-22. The property is assessed at $75,000 with a full market value of $133,929. The so-called "Quackenbush Project" includes the demolition of two structures located on the campus, the wooden structure and the connector building. The purpose of this hearing is to obtain citizens' views and comments relative to the possible submission of the application by the Town of Herkimer to support this project.
CWD Detection in Southern Herkimer County: What to Know and How You Can Help
Last week, DEC and the Department of Agriculture and Markets (AGM) announced confirmation of Chronic Wasting Disease (CWD) in a captive deer facility located in southern Herkimer County. CWD is an always fatal disease of certain deer species that is spreading across the country and poses a serious threat to New York's wild white-tailed deer and moose populations. DEC and AGM activated New York State's Interagency CWD Response Plan (PDF) to investigate the situation. While there is no evidence that CWD is present in wild deer at this time, DEC is enhancing CWD surveillance in this area and is requesting assistance from local hunters and the general public.
Anyone that observes sick or dying deer, including roadkill deer, in the towns of Columbia, German Flatts, or Warren in Herkimer County, and the town of Richfield in Otsego County, should report the deer to DEC immediately.

Additionally, hunters who harvest a deer in any of these same towns as well as in the towns of Litchfield or Winfield in Herkimer County should save the deer's head and drop the head off for testing at one the locations below. A white metal container with DEC messaging will be included at each location (photo of container below). Please follow the instructions below when submitting a head for testing. DEC will test deer heads at no cost to hunters and will notify hunters immediately if the deer tests positive for CWD.
Instructions:
- Cut the deer head with some neck remaining.
- Keep head chilled or frozen until submission to DEC.
- Remove skull plate and antlers on bucks before submission.
- Place the head in a plastic garbage bag.
- Label the bag with your name, address, and phone number.
- Deposit the bagged head in the white metal container at one of the locations below.
Taxidermists can sample deer you intend to have mounted.

As conservationists, hunters have great responsibility to prevent the introduction of CWD into New York's wild deer population. CWD is nearly impossible to eliminate once established and has the potential to impact all the benefits associated with deer and moose in New York including hunting traditions, sustainable consumption of venison, and the economic benefits derived from deer hunting.
Do your part to help protect New York's deer and moose populations and deer hunting heritage by also taking the following precautions:
- If you harvest any type of deer, elk, moose, or caribou while hunting outside of New York, debone the venison before bringing it back into New York. DEC will confiscate and destroy illegally imported deer carcasses and parts;
- If you harvest a deer from an area outside of New York known to have CWD, submit samples to that state's Department of Natural Resources for CWD testing before consuming the venison. If the test is positive for CWD, contact DEC for proper disposal of the venison.
- Avoid using deer urine-based lures or attractant scents, as these could contain CWD. Use synthetic products instead;
- Dispose of deer carcass waste in a landfill, not on the landscape;
- Hunt only wild deer and support fair chase hunting principles; and
- Do not consume game that appears sick or diseased.
DEC and AGM appreciate the assistance of hunters and the public and will provide additional information as it becomes available based on surveillance and response activities associated with this CWD detection.

FULL TIME MOTOR EQUIPMENT OPERATOR POSITION AVAILABLE
GENERAL STATEMENT OF DUTIES: Operates one or more types of automotive equipment and performs a variety of manual tasks in connection with such operation: does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This work involves responsibility for the safe and efficient operation and care of moderately complex motor equipment in the performance of assigned tasks. An employee in this class is also required to perform recurring manual duties related to the operation of the equipment and road maintenance work. Employees in this class may also be responsible for performing a variety of semi-skilled automotive repair work. The work is usually performed under close supervision.
EXAMPLES OF WORK (Illustrative only):
-Operates a truck in connection with the hauling of material for road construction and repair;
-Operates a truck to transport workmen, tools and other equipment;
-Operates a snowplow or related snow removal equipment;
-Performs semi-skilled mechanical repairs on automotive equipment;
-On assignment, operates bulldozer, grader, power shovel or other heavy automotive equipment;
-Services assigned vehicle and maintains it in clean condition:
-Loads and unloads trucks:
-Performs a variety of simple manual tasks, such as cleaning culverts, shoveling, painting, and a variety of tasks related to road maintenance work;
-Acts as flagman on highway maintenance or construction projects.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Good knowledge of the operation of trucks, tractors, and other types of automotive equipment; ability to understand and carry out simple oral and written instructions; mechanical aptitude; dependable; good physical condition.
ACCEPTABLE EXPERIENCE AND TRAINING: One year of experience in the operation of automotive equipment; or any equivalent combination of experience and training.
SPECIAL REQUIREMENT: Possession of a valid New York State driver's license Class A or B at the time of appointment.

Effective September 9th, 2022 East German Street Extension from and about 612 East German Street North to its dead end is closed to all travel at this time, and to exercise caution when traveling this road. Additionally, the NYS Route 28 entrance to this road is residence use only.
